Tynwald is the parliament of the Isle of Man, the small island sitting in the sea between England, Ireland, Scotland and Wales. The island is not part of the United Kingdom; it governs itself, and Tynwald is the body that makes its laws. What makes it famous is its age: it has met continuously for over a thousand years, and is often called the oldest parliament in the world still working. It has two parts, the House of Keys, which people elect, and the Legislative Council. Once a year, on Tynwald Day in July, the members gather outdoors on a small stepped hill called Tynwald Hill and read out the year's new laws aloud in both English and Manx — a ceremony that goes back to the Viking age. The word is used without 'the': people say 'Tynwald voted', the way we say 'Parliament voted' or 'Congress voted'.
