You can think of tried as the past form of try: someone already made the effort, or already put something to the test. Both meanings sit on that one idea of 'has been tested'. As a verb it's the finished action of trying; as an adjective in 'tried and tested', it describes a thing that has been put through that testing many times and proven to work.
