"Thereto" means "to that" — to the agreement, document, or thing just mentioned. It lives almost entirely in legal writing, and mostly in a few set phrases. The commonest by far is "the parties thereto" (the people who signed that agreement) and "attached thereto" / "annexed thereto" (attached to that document): "the contract and the schedules attached thereto". Another set phrase is "pursuant thereto", meaning "following that agreement". Like "thereof", it comes after the word it attaches to, and its purpose is to point back without repeating a long title. In ordinary English you say "to it" or "to that". Notice the pair: a contract you are writing says "the parties " (to THIS contract); a contract talking about a different one says "the parties thereto". That here/there switch is the heart of all these words.
