1. 1

A system where the people in charge are chosen for their technical knowledge — engineers, scientists, economists — rather than elected by voters or born into power. The idea is that running a country is a technical problem, so it should go to the people who understand the machinery. The word has two shapes. It can name the system in general ("he argued for technocracy over party "), and it can name one particular government or country run that way ("a technocracy", plural "technocracies"). How people feel about it matters here, because the word is rarely neutral. Supporters use it to mean competent, evidence-based government free of political games. Critics use it as a warning: rule by experts is rule by people nobody voted for, and expertise in economics does not tell you what a society should value. When you meet the word, look at the sentence around it — the writer's attitude is usually sitting right there. It belongs to writing about and news, not to everyday conversation.

    技術官僚體制、專家治國。台灣新聞裡常見「技術官僚」這個說法,指那種靠專業(而非選票)進入決策核心的官員;這個詞本身可褒可貶,要看上下文。
