A system where the people in charge are chosen for their technical knowledge — engineers, scientists, economists — rather than elected by voters or born into power. The idea is that running a country is a technical problem, so it should go to the people who understand the machinery. The word has two shapes. How people feel about it matters here, because the word is rarely neutral. Supporters use it to mean competent, evidence-based government free of political games.
