Picture the moment a machine stops doing what you need. Somewhere behind it there is someone whose job is to get it going again, and to show you how to use it properly once it does. The word can point at either end of that moment: at the help that travels to you down the phone line, or at the people the line goes to. Same words, same job - one is what you receive, the other is who sends it.
