Good with technology — computers, phones, apps, software — and comfortable figuring out new ones. It is an adjective, and it is informal. You can put it before a noun ("a tech-savvy student") or after "is/are" ("my grandmother is very tech-savvy"). "Tech" is a short, casual way of saying "technology", and "savvy" on its own means knowing how something really works in practice — street knowledge, not book knowledge. So tech-savvy is not about knowing computer theory. It is about being the person who can set up the printer, spot a fake email, and find the setting nobody else can find.
A few things about how people really use it. First, it is relative — it means "more comfortable with technology than the people around you", so the same person can be the tech-savvy one at home and the least tech-savvy one at a software company. Second, it is often used about groups and markets, not just people: "tech-savvy consumers", "a tech-savvy generation" — very common in business and news writing. Third, people say it most when there is a gap worth pointing at, often about age, which is why you hear "surprisingly tech-savvy" about older people. That word "surprisingly" tells you the speaker's assumption, and it is an assumption that is often wrong.
Writing note: the is normal before a noun, and many writers keep it everywhere. "Tech savvy" without a also appears and nobody will mark it wrong.
