"Symptomatic" first describes a person who is showing symptoms (signs) of an illness - a "symptomatic patient" actually feels sick, unlike someone who has the disease but feels nothing ("asymptomatic"). More broadly, people say something is "symptomatic of" a bigger problem, meaning it's a small sign that shows a much larger issue exists - like "long hospital lines are symptomatic of a doctor shortage".
