Describes a person (or sometimes an animal) whose usual mood is kind and gentle — someone who does not snap at people, does not get angry easily, and is pleasant to be around even on a bad day. The key idea is temper, meaning the mood you tend to have, not the mood you are in today. So it is about a person's steady nature, and you would not say it about one afternoon. The word feels slightly old-fashioned and a little formal, the sort of thing you read in a novel or hear an older person say. Younger speakers are more likely to say easy-going, laid-back, or just really nice. It is used , but it is quiet praise — it says someone is pleasant, not that they are clever or strong or interesting. It is very common about babies, dogs and horses: a sweet-tempered baby is one who rarely cries. Its opposite, bad-tempered, is much more common in everyday speech than sweet-tempered is.
組成sweet + temper + -ed. Here -ed does not mean the past; it turns a noun into a describing word meaning 'having this kind of ___'. Temper is your habitual mood, from an old sense of mixing things in the right proportion — the same idea as tempering steel.
