In a way that deals with the real, important content of something rather than its form, wording or procedure. If a committee discusses a proposal substantively, they argue about what it actually does, not about and meeting rules. If two documents differ substantively, the difference matters — it changes the meaning, not just the phrasing. It is a formal adverb from , law, business and academic writing; in everyday speech you would say 'really', 'in any important way', or 'in terms of content'. The most common use is in the negative, and it is a polite way of dismissing something: 'the new plan does not differ substantively from the old one' means, gently, that nothing has really changed. Do not confuse it with 'substantially', which is much more common and means 'by a large amount' — 'prices rose substantially'. Substantively is about the substance, the content; substantially is about the size. There is also a rare grammar use, meaning 'as a noun', which you will only meet in grammar books.
