Stripy means having stripes — lines of one colour running across something of another colour. A stripy shirt, a stripy cat, a stripy deckchair. It means exactly the same thing as striped, and here is the useful difference: striped is the neutral, everywhere word, and stripy is the warmer, more casual, slightly childlike one. You would write "a striped tie" on a school uniform list, but you would say "look at his silly stripy socks" to a friend. Stripy is much more common in British English; Americans mostly say striped, and some Americans spell the casual form stripey with an e. Because it feels friendly, stripy turns up a lot in children's books, in talk about pyjamas, sweets, umbrellas, and animals like zebras, tigers and bees. It only describes things, so it goes in front of a noun or after be: the towel is stripy.
