A person who rents a stall in a market and sells from it — fruit, clothes, hot food, whatever the market has. The word emphasises the arrangement rather than the goods: this person holds a stall, meaning they have paid for that space and that pitch is theirs, often the same spot week after week. Markets, fairs, and craft events all use it, and market rules and local council notices use it as the official term ('stallholders must clear their area by 6pm'). It is mainly British and Australian, and it belongs to fairly formal or administrative writing. In conversation people rarely say it; they say 'the guy at the market' or name the stall. American English does not use it much at all — there you would hear 'vendor'. Taiwanese students meet this idea constantly, because a night-market vendor is exactly a stallholder, but the English word sounds oddly official for a night market. 'Vendor' or 'stall owner' usually sounds more natural for describing Taiwan.
