Southeastern simply means located in, or belonging to, the southeast part of an area — a country, a continent, a city, whatever the area being discussed is. It's a plain descriptive word used constantly in geography, news, and weather reports — "southeastern Asia," "southeastern Taiwan," "the southeastern coast."
