Wet in a soft, heavy, unpleasant way. Something soggy has taken in water until it has lost the texture it should have. Bread that sat in soup, a paper bag carried home in the rain, cereal left in milk for ten minutes, socks after you stepped in a puddle, a garden after three days of rain — all soggy. The key is that the water has gone INSIDE and ruined the feel of the thing. A glass is wet but never soggy; water only sits on it. Toast can be soggy because water goes in and the crispness dies. So 'soggy' is almost always a small complaint. It carries disappointment: this was supposed to be crisp, or dry, or firm, and now it is limp and heavy. Food is where you hear it most, especially anything that should have been crunchy — chips, pastry, a sandwich, a pizza base. Ground is the next most common: a soggy field, a soggy lawn, soggy shoes after crossing it. It is an everyday word, not a formal one, and you will hear it from a five-year-old and a chef alike. People also stretch it a little to talk about weather ('a soggy weekend' = a rainy one that spoiled the plans) and, less often, about something dull or lifeless — 'a soggy ending to the film' — though that use is loose and you do not need it. Related to 'sodden' and 'waterlogged', but those are stronger and more serious; soggy is the mild, homely one.
