If a jacket, dress, top, or T-shirt is sleeveless, it has no sleeves: the arms are left bare. A sleeveless summer dress is ordinary; a sleeveless jacket is often worn over a shirt, so the arms of the shirt still show. The word talks about the clothes, not about the person wearing them. You can also say a sleeveless top. Though actually, English once had a rarer extra meaning — a “sleeveless” was a useless one that went nowhere — but that old use is not what will meet on clothes labels, and you can leave it. In shops and in class, sleeveless means “no sleeves.”
