It is the adverb of simplistic, so it carries the same criticism: not “in a nice clear way,” but “in a way that is too thin.” Speakers use it in essays, talks, and news when they want to warn that a claim has been . Though actually, you will almost never hear it as praise. If you mean “in a simple way,” say simply. Simply told the truth; simplistically left half of it out. It is a long, rather formal word. In speech people often just say “that is too simple” instead of reaching for the -ally form.
