    A shutdown is when a factory, a business, or a machine is closed and stops working — for a short time, or for good. A factory shutdown can send workers home for weeks. A machine shutdown can be a planned pause so someone can fix it. You will also hear it with computers: a system shutdown, when the machine is turned off in order. The noun matches the verb shut down. Though actually, in the news you will also hear government shutdown, when many public offices stop because money has not been agreed. That is the same picture — things closing — on a bigger stage, and in Taiwan news that one is usually called 停擺, not 關機. The home meaning here is still the factory, the shop, the machine.
