It is an informal word, more at home in British English than in a report: He's a bit shouty in the mornings. It is usually a little unkind, though not a heavy insult — more turn the volume down than a real attack. People also stretch it: shouty colours are loud and bright; a shouty headline is trying too hard to grab you. Younger speakers use it freely in chat; it is not the word you want in a formal essay.
