A shipowner is the person or company that owns one or more ships. They do not have to sail. The captain runs the ship; the crew works it; the shipowner is the one who holds the right to the ship and pays the big costs. In real talk it is often a company, not one rich person with a pleasure boat. News and ports usually keep this word for trading ships, not for a family fishing boat, though the pieces of the word would fit that too.
