A self-starter is someone who can work well on their own, without needing a lot of help, pushing, or step-by-step instructions. English uses it with approval, especially in job ads and interviews: they want a person who notices what needs doing and begins. It praises energy and judgement, not loneliness. You can still ask questions; the point is you do not sit still until someone leads you by the hand. Though actually, older English also used self-starter for the part of a car that starts the engine — so if you meet it in an old manual, that is a machine, not a person. In modern talk about work, it almost always means the person.
