Self-government is the right or the system of a country or organisation to run itself, instead of being run from outside. People ask for self-government; a region may win self-government. It is a formal political noun — newspapers, history books, speeches. The matching adjective is self-governing. Though actually, older English also used self-government for a person ruling their own behaviour, close to self-control. You may still find that in old writing. In today's news, it almost always means a people or a group in charge of their own affairs, not one person being well-behaved. It also does not, by itself, tell you whether that government is kind or free; it only tells you that the governing is coming from inside.
