A country, region, or organisation that is self-governing is run by its own members, not by people from outside. The people inside make the rules. You will see this in news and history: a self-governing territory, a self-governing island, a self-governing body. It is a formal adjective. Though actually, self-governing is not a simple stamp that means "completely free" or "completely fair." A place can be called self-governing and still have a bigger power setting limits. The word tells you who is in the chair, not whether the chair is comfortable. Do not use it for a person who is good at controlling their temper; that is a different idea. The noun that sits beside this adjective is self-government.
