A secretariat is the standing office that keeps a large organisation running, especially a government body or an international one with a secretary-general at the top. It is not one secretary’s desk. It is a whole staff: people who write papers, keep records, arrange meetings, and carry out what the members have agreed. The United Nations has a Secretariat; so do many ministries, party headquarters, and big conferences. In everyday talk you might just say ‘the office’ or ‘head office’; secretariat is the formal name, and it signals rank. The secretary-general leads that office; the member states or the committee set the policy; the secretariat does the day-to-day work of making the machine move. You will meet it in news about the UN, the , or a government department, far more than in talk about a small company.
