Scum is a thin, dirty layer that forms on top of a liquid — the film on a pond, or the grey foam that rises when you boil meat or beans. The word is also used, very and quite , as an insult for a person or group of people considered completely worthless or morally disgusting. This second use is strong and rude — not something to use lightly.
