Scrappy has two common meanings. The first is a compliment: it describes someone small, weak, or an underdog who fights hard and never gives up, showing a lot of determination - 'a scrappy little team'. The second describes something messy, made of odd leftover bits put together loosely, not neat or complete - 'a scrappy first draft'.
