Scraggy means too thin, in a way that looks bony or not healthy. You might call a person, an animal, or a neck scraggy. It is not a kind word — it notices the bones. In British English this is the usual one of the pair; American speakers often prefer skinny or scrawny, and they may use scraggly when they mean messy growth. Though actually, a scraggy tree can also mean thin and uneven, so the two words overlap a little. Informal.
