If something is scraggly, it is growing in an uneven, thin, messy way — it looks a bit wild and not well looked after. Hair, a beard, a plant, or a bush can be scraggly. A scraggly beard has patches and long bits; a scraggly tree has thin branches going in different directions. The word is informal, and a little if you use it about a person's whole look, though people often say it about hair without meaning to be cruel. American English uses it a lot. Though actually, British speakers may say for a similar picture, but more often means too thin, not just messy growth.
組成Built as if from a verb scraggle (from scrag) plus -ly: scrag + -le + -ly. Scrag is an old word for a thin, bony thing.
