A scourer is a small rough ball — wire, or hard plastic — that you hold in your hand to scrub burnt food off pots and pans. In this meaning it is a kitchen tool, not a person. The verb behind it is scour, 'to scrub hard until the dirt comes off.' A wire scourer bites well on a steel pan; the same ball can scratch a non-stick one, so people switch to a softer plastic scourer there. In some shops you will also hear scouring pad for a flat sponge with a rough face; a scourer is usually the round, scrubby ball.
