They deal in it, the way a seller deals in goods. That is why monger is in the word: a monger is a dealer. Fishmonger is a fish seller and is a normal job word. Warmonger and scandalmonger use the same piece in a bad way. Scandalmonger is as a label, and a bit old-fashioned. Today people more often say a gossip, or someone who spreads . You would not smile and call yourself a scandalmonger.
