To rubber-stamp something is to give it an official yes without really looking, thinking, or arguing. A board, a meeting, or a parliament can rubber-stamp a plan that someone else already wrote. The picture is an office stamp made of rubber: you press it, the same mark comes out, and nobody has to read the page. People use this verb when they are not happy about that — it says the approval is empty, just a show. You can also call a person or a group a rubber stamp, meaning they only say yes. It is a newspaper and politics word, a little sharp, not a compliment.
