A rowlock is the small U-shaped piece, usually metal, fixed to the side of a boat. You rest the oar in it so the oar can swing but does not slide off the boat. It is the turning point of the oar: you pull, the oar turns in the rowlock, and the boat moves. This is the ordinary British word. In American English people more often say oarlock, which is actually the older name. Though actually, many British speakers do not say it as row plus lock. They say it more like rollock, as if it began with roll. You will see rowlocks on small boats with oars, not on big ships with engines. Some cheap ones are plastic now, but the job is the same: hold the oar in place while you row.
