A rioter is a person in a crowd that has turned violent and wild — fighting the police, breaking windows, setting , smashing cars. One angry person in the street is not a rioter; the word belongs to someone inside that kind of crowd. News reports use it a lot. It is a serious, blaming word: it says this person joined in the violence, not only a protest. Though actually, people argue about who counts as a rioter and who is “just a ,” so the word is not a calm, neutral label.
