Older medical English used retarded of a person whose mind had developed more slowly than other people of the same age. You will still find it in old textbooks and old files. Many people now find this word offensive, and you should not use it about anyone. Doctors today say things like intellectual disability, or they talk about delayed development, in kinder words. Though actually, the same spelling is also just the ordinary past of retard, “to slow down” — retarded growth meaning growth that was slowed — and that technical use is not an insult; it just sounds unfortunate now, because the human meaning has become a cruel name. Some people also throw retarded around as a joke meaning “stupid.” That use hurts, and it is the main reason the word is avoided. If you meet it in an old text, read it as the old medical label, not as a word you should copy.
