As a verb, 'retard' is an old, formal word meaning to make something slower or delay it — 'to retard growth,' 'to retard progress.' You still see this technical use in science and engineering. However, the noun form of this word, used in the past for a person with an intellectual disability, is now a very offensive slur and should not be used to describe a person, ever, even as a joke.
