When someone in authority — especially the army — requisitions a building, a vehicle, or food, they officially take it for an emergency such as a war. They do not bargain in the usual way. They issue an order, and you have to hand the thing over; they may or may not pay later. The noun is that order, or the act of taking. Though actually, outside war stories you will also meet a much tamer office sense: a "requisition form" is simply an official request for supplies — pens, paper, a new chair. Same word, two temperatures: soldiers taking a school for a hospital, or a clerk ordering more printer ink. The emergency-taking sense is the serious one the learner's dictionary is pointing at.
組成From Medieval Latin requisitio, by surface analysis requisit(e) + -ion: the official "this is required" turned into an act or an order.
