Repressive describes a government, law, or system that controls people too strictly and does not let them speak freely, protest, or live as they choose. It's a strong, mostly political word used to criticize unfair power — 'a repressive regime' is a very common news phrase. It's not usually used for small, personal situations, like a strict parent — that would just be called 'strict.'
