When you reorganize something, you take things that already have a place and you give them a new place, or a new order. You are not starting from nothing — the things are already there. People reorganize a room, a desk, a computer folder, a company, sometimes a whole life. At home it is a light word: you reorganize a closet because the old way of stacking things has become a mess. At work it can sound official, and a little heavy: a boss who reorganizes a team often changes who does what, and people may lose a role or gain one. Students sometimes treat it as a fancy way to say organize. Organize is putting things in order, often for the first time. Reorganize is when the old order is not working, so you build a new one.
