A ref is a referee: the person who controls a sports match and makes the official decisions. Players, fans, and commentators shout Ref! at that person. It is casual talk. A careful news report may still say the referee. People also use it as a verb: to ref a game means to act as the referee. Though actually, you will also meet ref. with a dot in books, meaning reference — that is not this word. Here the short form is the sports one, with no need for a dot in ordinary writing.
