Recessionary means “about a recession” or “likely to cause one.” A recession is a period when the whole economy shrinks: people buy less, companies hire less, some go under. So recessionary pressures are forces pushing the economy that way; a recessionary climate is a time when that downturn is happening or hanging over everyone. It is a news-and-economics adjective, not a kitchen-table word. People stretch it a little: almost any gloomy number can get called recessionary in a headline. Though actually, it is not the same as receding (a receding hairline — hair going backwards) and not the same as a recess in a wall, even though those words look related at the start.
