    A ratepayer is a person or a business who pays rates: the local tax on property that pays for streets, rubbish collection, lights, and other council services. The word belongs to British, Irish, Australian, New Zealand, and some other Commonwealth English. In the UK people now more often say council tax, but newspapers still use ratepayer for “the people who fund the town.” It is a slightly formal, civic word, not street slang. It does not mean someone who pays a rate of interest, and it does not mean someone who rates (judges) a film. In Taiwan the nearest idea is a person who pays 房屋稅 or 地價稅, but we do not call that “rates.”
