If something changes radically, it does not change a little on the surface. It changes a lot, in an important way — almost as if you started again from the root. A town can look radically different after ten years; a person can think radically differently after one big event. You can also put it in front of an adjective: radically new, radically wrong. That means “at the root, not just a bit.” It is a common, fairly calm word, used in school, news, and daily talk.

組成From radical + -ly (also written as the piece -ally in radically). Radical here keeps the old sense “from the root”; -ly turns it into an adverb.
