If someone is querulous, they complain a lot, in a thin, irritated way that wears other people down — not one fair complaint, but a habit of peevish fussing about small things. A querulous voice is the voice of someone picking at problems. It is a formal, slightly old word; you meet it in books more than in the school corridor. It is sharper than “a bit unhappy” and more specific than “angry”: the is in the complaining itself.
