In law and official writing, pursuant means done according to a particular law, rule, or contract. The set phrase is pursuant to: pursuant to the agreement, pursuant to Article 12, pursuant to the court order. You will see it on forms, in contracts, in government papers. Nobody says it at dinner. It can sit before a noun in a few stiff phrases (action pursuant to the rules), and it can work like an adverb in the same official voice: they acted pursuant to the order. Though actually, because it looks so much like pursue, students often hear 'following someone'. That is the wrong picture here. This pursuant is 'following the rule', not chasing a person. The chasing words are and pursuit.
