Here, providing sets a condition. The first thing will happen only if the second thing is true. “You can go out, providing you finish your homework.” It means almost the same as if or as long as, but it sounds a little more like a deal: we agree, on this term. You will also hear providing that, with that spelled out. Provided (that) is the same idea and is a bit more at home in formal writing. Though actually, providing is also the ordinary -ing form of the verb provide (“she is providing lunch”), and that is a completely different job in the sentence. This entry is the “only if” use, which sits at the start or in the middle of a clause, like a small gate the rest of the sentence must pass.
