This is the adverb from proportionate: in a matching, fitting way. Poor families may pay proportionately more of their money on rent — a bigger share, relative to what they have. Same news-and-law flavour as the adjective. Though actually, maths writing often prefers proportionally, and “does it fit?” writing often prefers proportionately. In loose talk, people swap them.
