A proportionate response is not a huge reply to a small problem. Proportional is the cooler maths twin. Proportionate is the “does this amount fit the situation?” twin. Many writers still treat them as almost the same, and you will see both. There is also a rare verb to proportionate — to make amounts match — but ordinary English almost never uses it.
