When something is procedural, it is about the steps you must follow, not about who is right. You hear it a lot in a law court: a procedural question is about papers, time limits, who may speak, and the order of the day — the rules of the room. A judge can throw out a point for a procedural reason even if the story behind it is true. Though actually, the word also lives outside court. An office, a school, or a hospital can have procedural rules: do this, then this. If someone says a problem is “just procedural,” they mean the idea is fine, but the path is stuck. It is a fairly formal word. People sometimes use it as a polite way to say “red tape,” but the core meaning is still “about the procedure,” not “slow.”
