This is a rude British word, not a classroom word. In its harsher use, people throw it at men, or at clothes and manners, that they mock as “typical of gay men.” That use is offensive, and you should not copy it. Though actually, many British speakers now also stick it on anything they find too fancy, too pretty, or too carefully styled — a poncy restaurant, poncy language, poncy décor — without always meaning a gay insult. It is still , still very informal, and still easy to hurt with. It comes from ponce plus -y.
