Someone who has been given full power to act and decide, especially a government's representative in another country. In diplomacy it is a title as much as a job: an ambassador extraordinary and plenipotentiary may sign a treaty without running home for every yes. The word also works as an adjective: plenipotentiary powers, a plenipotentiary envoy. It is heavy, formal English — you meet it in treaties and history books, not in everyday talk. Though actually it does not mean 'a very powerful person' in general; the power is borrowed and bounded: full for that mission, because the government handed it over.
組成From Medieval Latin plēnipotentiārius, 'having full power': plēnus (full) + potēns (mighty, powerful).

- It was written of Henry George Ward, M.P. for Sheffield from 1837 to 1849, that "he was also much occupied with railway enterprise in the days of early speculation." This suggests a hard-bitten man of commerce, but Ward had served in the Diplomatic Service and he was Minister Plenipotentiary to Mexico before retiring in 1827 at the age of 30.
