A pitying look or smile is one that shows you feel sorry for someone. Though actually it is not a warm, kind sort of sorry. It often sits a little above the other person, as if you can see they are in a weak or sad place and you are not. People usually dislike being given that look; it can make them feel small. You meet the word most with look, smile, glance, or tone. It is a little more than just saying you feel sorry. The related verb pity is the same feeling: to feel pity for someone.
