If someone is photogenic, they look attractive in photographs — sometimes better than they look in the room. The camera is kind to them: the face, the angles, the light all work. It does not mean they are good at taking photos; that is a different skill. A building or a street can be photogenic too, if it looks striking in a picture, so the word is not only for people. Fashion and celebrity talk use it a lot; it is a compliment, a little glamorous. Though actually, scientists once used photogenic in another way, about things produced by light, but almost nobody means that when they call you photogenic.
